Use these forms from the California Department of Motor Vehicles to register for ELT service and to register your California vehicle, vessel and mobile home liens.

DMV Application for California ELT - Electronic Lien & Title ID Number
The DMV application for ELT ID Number form must be completed by the lienholder after registering for California Electronic Lien and Title service. It allows the lienholder (bank, credit union, finance company, car dealer) to obtain what's known as an ELT DMV ID Number. Lienholders that submit ELT application forms by October 2, 2014 can expect to manage California electronic liens starting January 1, 2014. California REG Form 343 - Title Application
The California DMV REG form 343 is commonly used by dealers when selling a vehicle, vessel or mobile home and placing a lien in their business name or another finance company's name. We encourage you to read the form completely for instructions, but generally the dealer registers the title in the name of the customer and uses section 3 to add the lienholder's information, including the required DMV ID Number (if you're a lienholder and don't have an ELT DMV ID Number, register for California ELT service and then complete DMV form California DMV ELT ID Application form).
